MINUTES CALL TO ORDER The joint meeting of the Worcester Township Board of Supervisors and Planning Commission was called to order by Mr. Harris at 9:30 A.M. PLEDGE OF ALLEGIANCE ATTENDANCE Present: John R. Harris Art Bustard Gordon Todd Patricia A. Quigley Robert E. Hayes, Jr. Frank D’Lauro Jim Garrity Joe Nolan Susan Caughlan Absent: Chase E. Kneeland Bill Fox INFORMATIONAL ITEMS There were no informational items to be discussed. PUBLIC COMMENT Susan Caughlan informed the Supervisors about the Peco “Right-of-Way”, which is a blanket license available for all townships in Montgomery County. The license will be subject to all existing leases. It will cost $100 and be good for 25 years. Mr. Garrity commented that he saw no downside. Susan will look into the issue further. COMPREHENSIVE PLAN Mr. Todd addressed the need for things to get moving again with the Comprehensive Plan. ESTATE PLAN ISSUE/ PERK TEST Subdivision lots that do not have public sewage must pass a perk test. Perk tests are only good for 3 years and cost several thousand dollars. Not having the perk test saves the applicant money; however, a lot is not a conforming lot until it has a perk test. Even if a subdivision is for estate purposes only, there is debate as to whether or not it needs a perk test. Mr. Garrity recommended taking this on a case-by-case basis, with a preference to deferring wavers. SUBDIVISION PERK TEST/ CHANGE IN ORDINANCE Perk tests are required by the subdivision ordinance; it has to be a conforming lot. Due to the discussion above about the estate lot issue, nothing will be changed. USE OF 537 PLAN The 537 plan does not help prevent the spread of private sewer, only public. In the future, the Planning Commission will consider drafting a septic management ordinance. SYSTEM FOR MEETING MINUTE COMMENTS In the past there has not been a successful way for the Board of Supervisors to know important issues addressed by the Planning Commission. To improve on this, the Planning Commission will underline important issues in the minutes and utilize email as a form of instant communication. The end goal is to create stronger communication between the Board of Supervisors and the Planning Commission. KUMPF/ BELL TRACT RESOLUTION The Kumpf/Bell tract had received final approval of their plans by agreeing to have the original house on the property remain. In doing this, the builder was able to gain two extra lots on the parcel. The house has since been knocked down without permission. Since the plans required the original house to remain, there will be future discussions between the Supervisors and the builder, concerning a remedy of the situation. FINAL REVIEW OF PLANS When the Planning Commission receives plans for preliminary approval, they review the plans and make recommendations. Frequently the Planning Commission will ask the applicant to change several items on the plan. The plans then go to the Board of Supervisors for final approval. The Planning Commission would like to see the changes made on the final plans before they go to the Board. Some of their recommendations are substantial; therefore, they would like to see that they are reflected in the finals plans. It was decided that the option should be given to the Planning Commission whether or not to have plans come back to them first, and then go to the Board. This will provide a system for follow up on major items. SIGNS ORDINANCE There were several issues discussed in relation to the signs ordinance. Mr. Harris expressed the need to look into the ordinance more and see exactly what it says, in order to more strictly enforce the ordinance in the township. Political signs have become an issue, due to the overwhelming amount of signs posted. The idea of having signs on an escrow basis was mentioned. This would require a deposit in order to put signs up, and then the money would be returned once the signs were taken down. The use of flags as a form of signs was also discussed. Susan Caughlan spoke of a concern of the Historical Society in regards to a commemorative plaque. They would like to create a plaque/ sign for the house that was torn down at the location of the Eckerd on Rt. 363 and Germantown Pike. There is no provision for commemorative signs in the ordinance. Susan will create a prototype for the plaque to be used as a template in the future. She will then present that information to the Board of Supervisors. VILLAGE COMMERCIAL ORDINANCE The Planning Commission would like to create a Village Commercial Ordinance in order to change the zoning for villages in Worcester. This would provide a way to preserve the villages and give them a safer pedestrian feel. In particular, Mrs. Quigley expressed a more urgent need to apply a Village Commercial ordinance to the Fairview Village area, since this may be the first village area to have development pressure. WORCESTER FARMS Mr. Todd addressed the issue of how long a plan is grandfathered. It was decided that a plan is grandfathered one minute before the gavel falls on the enactment of a new ordinance.
